On November 15, 2024, the 2nd High-Level Ministerial Dialogue on Culture-Based Climate Action, organized by the Ministries of Culture of Azerbaijan, the United Arab Emirates and Brazil, was held within the framework of the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29), chaired by Azerbaijan.
The meeting opened with an introductory speech by the Minister of Culture of Azerbaijan Mr. Adil Karimli.
President of the Turkic Culture and Heritage Foundation Aktoty Raimkulova also attended the event.
Speaking at the meeting Aktoty Raimkulova underlined that climate change affects various spheres of people's lives, including culture: "In the conditions of global warming, floods, destruction, natural disasters, earthquakes, our cultural objects are also under threat. We must be ready to restore unique monuments of tangible and intangible heritage. In order to create accurate, durable and digital copies of historical objects, the Turkic Culture and Heritage Foundation is actively taking steps to digitize the material and cultural heritage, handwritten monuments, palace complexes in Azerbaijan, Kazakhstan, Kyrgyzstan, Hungary and many other countries". 
"Every monument in the world is unique in its geographical location and the construction and restoration materials used. The experience and secrets of the creators of cultural objects of the Turkic world, which were passed on by word of mouth from generation to generation, are unique. The Turkic Culture and Heritage Foundation has created an Association of Restorers and Historians of the Turkic world, who have rich practical experience, and has begun work on publications combining historical experience, scientific analysis and practical recommendations for the restoration of monuments of each of the Turkic countries", the president of the Foundation emphasized.
As a result of the speeches, the final document of the 2nd High-level Meeting of Ministers of Culture was adopted.
